UMD Expressive Activity Registration Form
This is a registration form for the use of reserving designated space on the UMD campus by
External Users. External users are
any group/individual that is NOT a University academic or administrative unit, NOT a registered student organization, or NOT a University employee acting within the scope of their employment).
This form is also available for use by
individual registered UMCP students, and individual UMCP employee not able to reserve space using eCalendar as a representative of a a registered student organization or as a representative of an event sponsored by their university department
, as provided in the University Policy VI – 4.10 (A) University of Maryland, College Park Policy and Procedures for the Use of Facilities and Outdoor Spaces.
This form must be submitted electronically to the Stamp Event and Guest Services Office in the Stamp Student Union, prior to the use of the space. Approval will be granted, as space is available.
Requests must be submitted at least 7 days in advance. Events are limited to no more than four (4) consecutive hours. Expressive Activity clients may not reserve more than one (1) outdoor space per day. Outdoor events are limited to occuring during the regular hours of operation for the Stamp Student Union. Events also cannot occur if the Stamp Student Union is closed due a holiday, inclement weather, or any type of emergency.
The University reserves the right to give priority access to space for events sponsored by University Departments, registered student organizations, registered University students, and faculty and staff acting within the scope of their employment.
Prohibited activities include the

The sale or promotion of commercial goods or services;

the use of public address systems and other amplified sound
3.
Blocking of pedestrian or vehicular traffic,
4
. Blocking ingress or egress into or out of or within buildings;
5
.Behavior which the University reasonably deems to cause disruption to campus activities;
6
. Erection of temporary or permanent structures (tents, walls, displays, etc.)
7
. Overnight occupancy of spaces.
A copy of an approved event confirmation must be available for inspection upon request by University officials at the event (paper or electronically).

All expressive activity events will be reviewed by UMPD to determine any need for security. The following factors are considered:
The type of event, and number of anticipated participants
The venue, including size, location, number of entrances/exits, specific ticketing or check-in procedures for the event
Day and time of the event
The history of similar events and/or history of performers/speakers at other locations
Whether the event is open to the general public; advertised within the UMD campus community only; or restricted to invited guests of the event sponsor
Does the event involve activity that poses an inherent risk of personal injury or property damage
Will alcohol be served
Whether any cash handling will occur
Will any state level or federally elected officials be attending the event
Will any performers/speakers come with their own security teams
Has the event sponsor requested security measures
When determining security costs, the Unviersity will not consider content or viewpoints of the speech to be experssed. Security costs are the responsility of the event sponsor.
Expressive Activity Request forms are not reviewed or processed after 5pm, on weekends, or holidays or anytime the University of Maryland is closed. Please allow a minimum of 3 days for review and processing. All requests will be followed with an email outlining if the request has been approved or denied.
Request forms will not be reviewed or processed on the following dates during summer and fall 2026:
June 19, July 3, September 7, October 12, November 25 - 27, December 21 - January 4.
